UNFPA is seeking a National Consultant for the Development of the Mid-Term Review (MTR) of Cambodia’s National Ageing Policy 2017–2030. The three-month, part-time individual consultancy is based in Phnom Penh, Cambodia, with a requirement for daily on-site work at the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY).

The assignment will support analysis of existing MTR data, capacity building for the MoSVY MTR Task Team and preparation of the official Mid-Term Review Report.

About the Consultancy

Cambodia is experiencing a demographic transition, with the population aged 60 and above increasing from 1.4 million in 2019 to 1.75 million in 2024. The government launched the National Ageing Policy 2017–2030 to address the country’s changing demographic situation.

The Mid-Term Review aims to assess implementation progress, evaluate policy relevance, identify implementation bottlenecks and develop evidence-based recommendations for the remaining policy period and beyond.

Key Responsibilities

The consultant will provide technical expertise and capacity-building support to MoSVY.

Capacity Building and Mentoring

The consultant will work directly with MoSVY technical staff, providing daily coaching on:

  • Data organization.
  • Qualitative thematic analysis.
  • Policy synthesis.
  • Executive writing.
  • Data analysis and report preparation.

A weekly coaching log will also be maintained to document capacity-building progress.

Data Analysis and Synthesis

Responsibilities include collecting, cleaning, organizing and analysing qualitative and quantitative information from government ministries, subnational departments, development partners and civil society organizations.

The consultant will also triangulate information from field consultations, intergenerational dialogues and national policy documents.

MTR Report Development

The consultant will prepare a comprehensive MTR Report in high-quality Khmer, not exceeding 50 pages excluding annexes.

The assignment also requires a maximum five-page Executive Summary in both Khmer and English, along with practical recommendations covering the 2026–2030 period and longer-term strategic directions for 2030–2040.

Additional outputs include a factsheet on Cambodia’s ageing and policy interventions and PowerPoint presentation slides explaining the policy and MTR.

Deliverables

The consultancy includes three main deliverables:

Deliverable 1: First draft MTR synthesis and comprehensive report, due November 30, 2026.

Deliverable 2: Updated MTR synthesis and comprehensive report following technical consultations and validation meetings, due December 15, 2026.

Deliverable 3: Executive Summary in Khmer and English, ageing policy factsheet, PowerPoint presentation and end-of-consultancy report, due December 31, 2026.

Education and Experience Requirements

Applicants must have:

  • A Master’s degree or higher in Demography, Public Policy, Social Development, Monitoring & Evaluation, Economics or related Social Sciences.
  • At least 5 years of professional experience in public policy analysis, national strategy development or programme evaluation in Cambodia.
  • Expertise in population dynamics, ageing policy, social protection or health systems.
  • Experience providing institutional capacity building and hands-on mentoring to government staff.
  • Knowledge of international and regional ageing frameworks, including MIPAA, WHO Age-Friendly Communities and ASEAN/ACAI guidelines.
  • Strong analytical, data-synthesis and policy-report writing skills in English and Khmer.

Language Requirements

Khmer: Native fluency in written and spoken Khmer is strictly required.

English: Excellent professional written and spoken English is required for report writing and UNFPA technical coordination.

Duty Station and On-Site Requirement

The duty station is Phnom Penh, Cambodia.

The consultant must be physically present at MoSVY offices on a daily basis during agreed working days to provide continuous coaching and technical assistance.

MoSVY will provide workspace, while the consultant is expected to provide their own laptop and professional working equipment.
