Commonwealth Master’s and PhD Scholarships 2027–2028: Application Documents and October 20 Deadline

Checked 3 October 2026. Agency-nominated Commonwealth Master’s and PhD Scholarships for 2027–2028 are open, with CSC applications due 20 October 2026 at 16:00 BST. Study begins in September/October 2027. A nominating agency may have an earlier deadline or extra requirements.

Choose the correct route

The Master’s route funds full-time taught study for candidates from its eligible-country list. The PhD route has a narrower list for least-developed countries and vulnerable states. Do not assume eligibility for one means eligibility for both.

Applicants need the required nationality or refugee connection and permanent residence, financial need, and normally a 2:1 first degree or a lower-second degree plus relevant postgraduate qualification. Check the official pages for exceptions and restrictions. The PhD scheme also restricts prior doctoral registration before September/October 2026.

Prepare the documents

  • Valid identity and nationality/refugee evidence.
  • Complete higher-education transcripts, including current study, with certified English translations where required.
  • At least two signed references, uploaded as PDFs.
  • For PhD applicants, a signed supporting statement from a proposed UK supervisor at a named institution.

Upload documents through CSC Central by the closing date; external or late documents are not accepted. Referees and supervisors must write their own statements.

Nomination is a separate requirement

Applicants must complete the CSC application and their eligible nominator’s process. National agencies and selected organisations may impose additional eligibility, documents and deadlines. A nomination does not guarantee a scholarship.

Example: applicants using Pakistan’s HEC

The Higher Education Commission’s 2027–28 notice requires Pakistani/AJ&K nationality and permanent residence; dual nationals are ineligible. Master’s applicants need a first-division relevant 16-year bachelor’s qualification; PhD applicants need a first-division relevant 17/18-year master’s/MS/MPhil. The terminal degree must not have a second or third division.

HEC requires an eligible HAT score of at least 60/100, with specific test-category and validity rules. Its notice explains arrangements for the tentatively scheduled 25 October test. Applicants must submit through both CSC and HEC portals; the HEC deadline is 20 October 2026 at 4:00pm Pakistan time, which is earlier than the CSC cutoff that day. Select Learning Opportunities Abroad in the HEC portal. Do not send paper applications unless HEC requests them.

These HEC rules apply to that nomination route, not every country. Applicants elsewhere must use their own eligible nominator’s current instructions.

Final preparation advice

Keep separate checklists for CSC, your nominator and university admission. Record each deadline with its time zone. Ask for references early and inspect every transcript page before uploading. Explain the development problem your study would help address, your proposed contribution and how you would assess progress. Avoid treating a saved application as a submitted one.
